China MEM is considering selecting five hazardous chemicals to pilot Hazchem traceability codes nationwide in 2024.

In line with the digital management requirements prescribed in the notice, the SEMB has developed a guide to provide technical support for enterprises to establish a Hazchem storage information management system based on the Hazchem traceability codes application.

By December 31, 2024, Hazchem enterprises within Shanghai should complete the generation and affixing of Hazchem traceability codes.

Enterprises can intergrade the Hazchem QR Code with other information codes, electronic waybills, etc. through coding fusion technology to make different systems display different content when scanning the code while ensuring that the hazardous chemicals safety information is accessible to the public and authorities by scanning the QR code.

Many provinces and cities are promoting localized pilot projects to pave the way for fully implementing the “One enterprise, One chemical product, One QR code” policy. The industry expresses concerns and calls for stakeholder engagement.

Shanghai has selected 30 enterprises to participate in the pilot program of the Hazchem traceability code system, starting from July 31, 2023. Based on the experience gained from the small-scale trial phase, Shanghai will release the official pilot plan by the end of 2023, with the goal of implementing it citywide in 2024.

On August 31, 2022, the Department of Emergency Management of Shandong, China issued the official document to outline the measures and targets for the Hazchem QR code application in Shandong province. China is planning to expand the Guangdong pilot project to an even larger-scale programme in the later half year, to involve more cities.

On January 5, 2022, the Work Safety Committee of the State Council issued the National Plan for Centralized Management of Safety Risks of Hazardous Chemicals. The plan proposes to enhance the digital and intelligent management of hazardous chemicals.

The Guangdong province has piloted the new Hazchem registration online platform from July of 2021, which incorporates a QR code system to support immediate access to hazardous chemical information.

The Guangdong province has led the country in implementing the new Hazchem registration online system from July 12, 2021. The scope of substances subject to hazardous chemical registration and the application process remain the same, while the new version of system requires more data, e.g., more detailed information of enterprises and personnel, to facilitate the big data analytics nationalwide.
